The ICAC has recommended criminal charges be considered against former Member for Charlestown Andrew Cornwell and his wife Samantha Brookes.
Cornwell was one of the Hunter scalps claimed by Operation Spicer – along with three other Liberal MPs and Newcastle Lord Mayor Jeff McCloy.
