Work has started on a boardwalk, linking Terrigal Beach to the Haven.
The near $6 million project will span more than 250 metres, and improve accessibility for parents with prams, and the elderly.
It will also include a viewing platform.
Sydney company Land and Marine says it will hire local workers.
